Depending on what State you living in the title and registration of trailers may differ, but we are based in Ohio so we'll go over Ohio Titling and Registration on utility trailers and bigger equipment trailers.

Trailer Registration: To register a noncommercial trailers that weighs less than 4001 pounds empty, you must provide proof of weight with either a previous owner's Ohio registration, a manufacturer's certificate of origin (MSO), an out-of-state title that shows weight, a CAT scale ticket, or the BMV's official weight slip. Bring your completed form BMV 5721, a notarized BMV 5721, and your valid Ohio ID to any local Ohio BMV agency.

Titling Trailers: In Ohio if the trailers empty weight is over 4001 pounds that trailer will have to be titled.

When purchasing a used trailer you want to make sure that the VIN sticker is still on the trailer and the previous owner can provide a bill of sale for you on a trailer under 4001 pounds, if you are purchasing a used trailer on say market place and the empty weight is over 4001 pounds and the seller can't provide a signed over title stay away from purchasing that trailer because in Ohio it is nearly impossible to get that trailer registered, the seller will have to get a title or apply for a lost title and dealing with the BMV on this is not the easiest thing in the world.
